The Federal Department of Health has released a framework paper for new aged care regulations as part of the consultation process. The 26-page paper, available online, proposes a number of measures such as bespoke monitoring, incentives for excellence, star ratings, and a registration model similar to the National Disability Insurance Scheme (NDIS).

“A risk proportionate approach can be taken with a registration model. This generally involves the registration of providers that deliver care and services, with different application requirements and ongoing obligations attached to different service categories. “The National Disability Insurance Scheme (NDIS) system is a current example of regulation based around a registration model that registers providers proportionate to the risk inherent with supports and services offered, and the size of the provider,” the paper says.

It also details issues with the current system, including the current minimum standards, which operate only on a pass/fail basis. According to the Department of Health, the paper aims to inform the discussion about future aged care changes.

“This new framework will inform a new Aged Care act and support aged care reforms such as the new Support at Home Program. “Release of the concept paper is the first step in the public consultation process to design the new framework with stakeholders,” the Government said.
