Vic Govt opens public discussion on RV Act reforms

The Victorian Government has opened draft reforms to the state’s Retirement Villages Act for public comment, following substantial review. Measures in the draft, which is available online, include:

  • A mandatory time limit on the payment of exit fee entitlements
  • Clarity on calculation and disclosure of fees to residents
  • Standardised, plain-language contracts; certain terms such as charges for undisclosed fees may also be banned
  • Stronger dispute resolution processes
  • Greater powers to the Director of Consumer Affairs Victoria (CAV) for monitoring and enforcement
  • Mandatory collecting and reporting of complaints and disputes to CAV every year, with fines for non-compliance

Melissa Horne (pictured), Victoria’s Minister for Consumer Affairs, Gaming and Liquor Regulation, said the State Government is welcoming “any and all submissions”.


“The feedback we receive will be vital to make sure those living in retirement villages are informed and supported to feel at home in their village. “Retirement villages play a critical role in the lives of senior Victorians, who all deserve to be treated with dignity and respect,” she said.

The draft reforms come after a review of the state’s RV Act throughout 2021.
